Strategic Business Objective: Implement HARS ! ! ! The realty is that no matter how good an idea is, it takes financial support to implement an idea and allow it to become a success. There are several tracks to pursue success. For example:

1. Self-funded; small scale; local implementation to start and after other local implementations, they are integrated into an ever-growing and expanding HARS.
2. Supporter-funded to implement HARS on a larger scale; Regional implementation or major government agency implementation, which is later expanded to grow into a national implementation.
3. Partnership to fund full-scale implementation; National, skeletal implementation which expands nationally and internationally.

Our implementation strategy is to proceed with internal resources, but we remain open for all opportunities to expedite the implementation of HARS. This is practical because HARS is an open, scalable system, that can be operationally grown from a small scale, locale implementation, to a full-featured national system. Because of the open system nature of HARS, it readily permits the integration of individual small-scale implementations into a single homogenous larger system. VitaStar Solutions believes that there is a national threat to our security and believes that a full implementation should be pursued as a national, strategic objective, to be a weapon in the war on terrorism -- time is critical. At the same time, HARS is also a tool for every level of law enforcement and is a force for good in our local communities.

We believe in HARS and we are committed. This is our passion. We are completely open to those entities who will share our commitment in this modern-day war. And, it is important to state, that while we are committed to this altruistic and patriotic goal, we also are fully aware that HARS is an infrastructure that has profound revenue generating capability. There is no conflict, and indeed, the business success of HARS promotes the expansion of HARS and thus makes it a more effective weapon to GET THE BAD GUY. It takes an inquiring nature, curiosity, and an open mind to determine if a pearl is to be revealed.

The ideas of the unimaginable have often been ridiculed in their time as fantasies of deranged minds. Yet today, we recognize many of those ideas as profound and the men who conceived them as creative geniuses.

How many of those ilk were relegated to obscurity and their ideas lost because they were ignored, or because they could not withstand the unmerciful attacks of criticism and ridicule by those with little vision or enlarged egos? An Amazing Possibility: The aged, enigmatic Russian engineer professed that he had designed a revolutionary power generation system that would change the world. Because his precision-clear mind was rooted in classical engineering principles, which was evident in any technical discussion with him, he easily captured my undivided attention. Listening to his heavily accented, barely understandable, broken-English, I learned that at night, he cleans toilets and during the day, he fine-tunes the details of his system. He is not crazy, but is profoundly paranoid to safe-guard the essentials of his creative, but unproven and untested system. For those of us within the six-sigma engineering world, the probability of validation seems infinitesimal, but the potential benefit to mankind is beyond comprehension. I fear that upon his passing, whatever the reality may be, it will pass into obscurity without a ripple of recognition in the scientific community. What is certain is his legacy; his daughter, who cleans toilets with him, and whose future prognosis is a continuation of the past.
